The order that sets the cane price.

The Sugarcane (Control) Order decides what a farmer is paid for cane, and when the mill must pay it. In May 2026 the Government put out a new draft. We brought twenty-three people together to go through it line by line, and sent a white paper to Delhi.

What was on the table

The draft touches every payment in the chain.

The Draft Sugarcane (Control) Order, 2026 covers the money side of this industry. How cane is priced, and how revenue is shared between farmer and mill. When a mill must pay, and what happens if it does not. How far apart mills can be set up, and which area's cane belongs to which mill. What allied units, like distilleries, can run inside a mill's area. Who is held responsible when a rule is broken. And where traders, dealers and consumers stand in all of it.

Each of these clauses decides money that farmers, mills and traders count on every season.

What came of it

A white paper, clause by clause.

The session produced a white paper, "Policy for a Sustainable Sugar Future", submitted to the Government of India on 20 May 2026.

It goes through the draft order clause by clause and proposes changes on cane pricing and revenue sharing, payment rules and timelines, what happens on default, mill distance and command area, allied units inside a mill's area, who carries responsibility, and where traders, dealers and consumers stand.
