Five questions the industry cares about most.

Held during SEIC 2026, a closed-door session that brought the Department of Food and Public Distribution, the leading industry associations, mills and oil marketing companies to one table, to work through the five questions that decide the industry's year.

The room

Government and the value chain, at the same table.

On 12 June 2026, at The Westin, Powai Lake, Mumbai, the roundtable brought senior policymakers and industry leaders into one room during the Sugar, Ethanol and Bioenergy India Conference. Representatives of the Department of Food and Public Distribution, the leading industry associations, cooperative and private mills, oil marketing companies and sector veterans sat together for one working session.

The session was built for resolution. It ran under the Chatham House Rule, so the room could speak candidly, and it was structured around five sequenced, evidence-led asks.

Settings like this are rare: government and every part of the value chain examining the same questions at the same table, and leaving with an agreed, actionable record rather than a list of grievances.

The agenda

A five-point agenda.

Pricing

What the season's economics rest on, from cane to counter.

Ethanol governance

The rules shaping the sector's fastest-moving revenue line.

Exports

The policy lever that sets mill liquidity for the year.

Production data

The numbers every other decision depends on being right.

Labour compliance

The obligations that reach every mill and field in the chain.

The premise was practical. These five questions are connected: export policy shapes mill liquidity, liquidity shapes farmer payments, and farmer payments shape the cane supply that decides what is possible next season. Taking them in one sitting let the room work on the full picture, rather than argue five problems separately.

What came of it

Recommendations, carried forward.

The discussion closed with a set of concrete recommendations, since carried forward into a formal submission to government.

This is the work ChiniMandi was built to convene. A trusted source of news for the sugar industry, and the force behind SEIC, now in its fifth edition, it offers the neutral ground where policy meets industry. It hosts the conversation, documents what the room decides, and carries those outcomes into the corridors where decisions are made.
